PURPOSE
The Sichuan earthquake disaster relief effort is evolving into projects to rebuild
damaged villages and restore livelihoods. Our project will leverage resources to
rebuild the damaged Bai Hua Village Elementary School for 400 students and return
it to operation as soon as possible. The project supplements other public/private
reconstruction of factories and infrastructure to stabilize Bai Hua Village and anchor
its recovery.
THE SICHUAN QUAKE
On May 12, 2008 a violent magnitude 7.9 earthquake devastated Wenchuan
County and surrounding regions of Sichuan Province, China. The final death toll
may exceed 90,000. Another 300,000 are injured and nearly 5 million are now
homeless. Property damage is estimated at $20 billion dollars or more. Additional
damage continues from countless aftershocks and landslides. Shelter, food, and
water are in short supply. Roads are impassable and bridges collapsed. It took
more than a week to reach all of the villages in the affected region; many have been
substantially destroyed.
Bai Hua Village (pop. 10,000) is located about 12 km northeast of the quake¡¦s
epicenter. The village was 80% destroyed, its housing, businesses, and support
structures devastated. The area¡¦s largest employers¡Xincluding a brand new $85
million aluminum refinery, along with lithium and magnesium refineries and the
area's only cement plant¡Xwere destroyed.
At Bai Hua Village Elementary School, 400 students were enrolled. An unknown
number were killed when walls and the washrooms collapsed. Fortunately the
building itself did not collapse, though it suffered major structural damage and will
have to be demolished and rebuilt.

BAI HUA SCHOOL
Without substantial reconstruction support many affected villages like Bai Hua will
become ghost towns. Vital livelihoods, webs of relationships, and generations of
memories will be abandoned for transient resettlement programs and isolated lives.
Local development will be set back by decades.
One Horizon¡¦s commitment to local communities and community building makes
such reconstruction efforts priorities. In Bai Hua, prompt action now will create
conditions to help sustain a healthy local community for years to come.
Government support is crucial to the recovery effort. Destroyed factories will receive
priority reconstruction support from the government in the form of tax waivers and
loans in order to accelerate economic recovery and stabilize workers¡¦ livelihoods.
The myriad of other reconstruction projects, however, will receive varying support
from the government. Support for select projects from private donors increases the
likelihood of matching contributions from the government. By raising a substantial
portion of the cost to reconstruct Bai Hua Elementary School from private sources,
Bai Hua Village will have greater leverage to negotiate with the Government for
resources to complete the project.
Beyond the government¡¦s recovery efforts, private sector investment is crucial since
it instills confidence that jobs and livelihoods will return. An encouraging sign is that
the local cement producer recently received approval to greatly expand its
production facility. Due to inevitable demand from reconstruction efforts in the
region, its business outlook is very strong and the company is securing the
necessary financing to build the expanded plant facilities which will provide 400
jobs. It is unknown at this time which other employers will rebuild.
In this context, rebuilding Bai Hua Elementary School contributes to the synergy
required to rebuild a stable community and ensure its prosperity for the future. The
new school will be designed to stringent earthquake standards. The estimated cost
will not exceed $1 million dollars.
We believe Bai Hua Village has good long term economic prospects as the center
of cement production in the area. The strong business outlook and a quick
reconstruction of the school will attract displaced workers with families to return the
village. While other villages in the region may struggle to survive, with your support
Bai Hua Village will have a brighter future.
THE OHF RECONSTRUCTION FUND
We have established the One Horizon Bai Hua School Reconstruction Fund to
rebuild Bai Hua Elementary School. Funds raised from private donors will be used
to secure matching funds from the appropriate government agency tasked to
oversee and complete the reconstruction project. Our goal is to raise $500,000
USD, approximately half of the estimated reconstruction cost.
Why select Bai Hua school and not others? Because we have a stake in the
community, too. At the time of the quake, we, along with others, were arranging an
investment of OHF endowment funds in the Bai Hua cement plant expansion project
though our investment agent Eos Asia Investments Ltd. Firsthand experience of the
devastation has caused us to redouble our efforts to complete the plant (now
including rebuilding damaged existing structures) as part of the general
reconstruction effort. In addition to securing jobs and incomes, the school, we
believe, is essential to recovering vital community life.
All donations to the Bai Hua School Reconstruction Fund will be administered by
One Horizon and placed in an escrow account managed in China by One Horizon¡¦s
investment director Jon Carnes of Eos Asia Investments. Funds will be released in
scheduled increments throughout the construction period in order to assure proper
completion of the project.
